General Catalogue of SelyoKo Miniature Sheets
SelyoKo - Definition
Postage stamps issued by Phlpost in miniature sheets of six or four
stamps, each stamp with a blank right half or with an adjacent blank
label at right, which can be personalized. They are only sold
through Phlpost as an intact miniature sheet (unit), with NO individual
or single stamp offered for sale.

Current postage rates at the time of issue are used for each stamp, but
the sheets are always sold at a premium. A miniature sheet of six
is sold at P250 (regardless of denominations, except for the three
Iglesia Ni Cristo (INC) sheets, which were sold at only P150 each), and
a miniature sheet of four at P150. Whenever used for postage, only
the denomination on each stamp will be credited towards the cost of
mailing.
These kind of stamps are VERY popular in many countries and most have a
term for these groups: Royal Mail (UK) calls them "Smilers",
Singapore Post calls them "MyStamp", Hong Kong Post calls them
"Heartwarming Stamps", and, Taiwan Post calls them "Personal Greeting
Stamps". They are simply called "Greeting Stamps" by China Post,
and most other post offices like Thailand, Malaysia and Indonesia just
call them "Personalized Stamps".
Australia Post, which first introduced these at the Australia '99 World
Stamp Expo, also calls them "Personalized Stamps", and has since issued
a lot of generic sheets which they call "Personalized Stamps Souvenir
Stamp Sheets" or simply "Stamp Sheets with Tabs" which are normally sold
in stamp packs.
Who May Buy
Anyone - individuals, associations (profit or non-profit), companies,
schools & universities, provinces, towns and cities, or any other legal
entities, may avail of this type of sheets from Phlpost.
What Can be Printed
Individual photos or artworks (including logos, messages, etc.), that
are not offensive, and subject to the approval by Phlpost, can be
printed on the labels. No images with denominations that
will increase the face value of the stamps on the sheets are allowed to
be printed. Initially, for miniature sheets of six, one
to three different pictures may be printed on each sheet, but for
miniature sheets of four, only up to two different pictures maybe
printed. However, starting with the ManilaArt issue of October 17,
2018, all different designs are allowed on the six or four labels.
Where to Submit
PostShop, located at the Manila Central Post Office, has facilities to
take individual photos for immediate printing. Photos or artworks
of customers may also be submitted in person or by mail. Post
offices around the country may also take orders from customers for
submission to PostShop.
On some special occasions, such as those during stamp exhibitions and
launching of new issues, Phlpost can arrange to have available cameras
and printing machines on-site to process orders for personalizations.
Classification of SelyoKos
1) Regular SelyoKo
Produced as a general issue from Phlpost, mainly for
personalization, with blank right halves or blank labels. At the
start, issues of 2014 were sold to the general public without the need
for personalization, containing the blank right halves. However,
by 2016, beginning with 6 x 18p Manila Central Post Office (MCPO) issue,
only sheets with the right halves or labels ALREADY PERSONALIZED
/ PRINTED were sold to the public. The two Regular
SolyoKos issued in 2014 with blank right halves are to be considered as
part of a complete collection, since they were made available to the
general public that way, and the stamp designs are not found from any
other source!

2) Generic SelyoKo
Beginning 2017, each time a SelyoKo is issued, Phlpost also issued
corresponding miniature sheets with either the right halves or labels
ALREADY PRINTED with generic designs for sale to the general public.
Generic SelyoKos may be cancelled with official first day cancellers on
official First Day Cover (FDC) envelopes. Generic SelyoKos are
likewise become part of a complete Philippine collection. With the
issuance of Generic SelyoKos, the sale of new SelyoKos without
personalization is no longer allowed.

Three Generic SelyoKo sheets ( 6 x 18p MCPO, 4 x 17p Valentine's
Day, and, 6 x 17p MCPO) were printed at Phlpost out of already issued
Regular SelyoKos and did not form part of a new printing by Amstar
Printing Company, the official stamp printer. Due to frequent
breakdowns, the first two SelyoKos have obvious varieties, created when
new batches were once again printed after sometime.

3) Commemorative SelyoKo
Issued in conjunction with a commemorative issue, often at the request
of the entity or an individual (proponent), or as a commemorative issue
itself (no proponents) and included in the Phlpost stamp calendar for
the year. The same rules and regulations on stamp issuance apply
to Commemorative SelyoKos. It must have the approval of the Stamp
Committee, and is considered as part of a complete Philippine
collection.

4) Customized SelyoKo
Issued when a request is made to print on at least 25 Miniature Sheets
OUT OF ALREADY ISSUED Regular SelyoKos. An additional 25 to 50
sheets, or more, are usually made available for sale to collectors at
the PostShop. This group is not needed for a complete Philippine
collection, but maybe added as an optional, supplemental or
miscellaneous item.

printing and deliveries were suspended and only the quantities
listed were sold to INC. From July 27, 2014, INC distributed
them to their members to mark its centennial celebration.
None of this issue was sold through Phlpost!)
(Half of the ordered quantities, or 100,000 of each, were
to have presentation folders.
But when all deliveries were suspended as of September
10, 2014, only 71,500 Manalo, 23,150 Philippine Arena, and
59,150 of the Central Office Complex folders were given to INC.) |

ADDITIONAL NOTES:
The "balance" in the quantities of the Regular
SelyoKos would be the numbers that were personalized / customized
already, plus those remaining in the inventory that can still be
personalized, so no exact figures can be given.
Regular SelyoKos that are not sold until personalized are not assigned
catalogue numbers, though they are listed also, in order to show their
relative quantities as compared with generic sheets, and to give an idea
of which SelyoKos might still be available for personalization.
For Regular SelyoKos not used for any Customized SolyoKos, Generic
SelyoKos or Commemorative SelyoKos, the quantities shown will be the
printing quantities ordered.
Personalized Regular SelyoKos are not listed, as anybody can have their
own printed, and they are valued only by the individual owners
themselves, but seldom by any other stamp collector.
As of now, only the following SelyoKos are available for
personalizations:
2017 Valentine's Day, "Let's Celebrate!", Aseanpex '17 (National
Flowers), Aseanpex '17 (Tarsier - Official Logo); 2018 Popular Sports, 4 x 17p MCPO
The Filipino Centenarians Regular SelyoKo are reserved for giveaways to
certified centenarians, who will each get a presentation frame with his
or picture, plus a personalized SelyoKo miniature sheet. During
the launching of this issue on April 4, 2019 at the Manila City Hall,
four centenarians were presented with their own complimentary frames.
On the fourth week of October, a total of 96 presentation frames with
personalized sheets were brought to Ilocos Sur for distribution to its
centenarians there. More centenarians will be awarded these
frames after Phlpost coordinates with the various Local Government Units
(LGUs). As of now, no more of these SelyoKos will be personalized
at Phlpost, though during the first two weeks after issue, several
sheets were processed and sold to individual customers.
This study aims to cover all the Personalized Stamps Phlpost had issued
so far. However, it is necessary to mention that the SelyoKos
covered above are NOT THE FIRST Philippine SelyoKos. There were
two Personalized SelyoKos issued in November 27, 2005 for the 23rd
SouthEast Asian Games (SEAGames) which the Philippines hosted. They
are in miniature sheets of 10 x 6p stamps + labels for personalization,
one sheet with stamps in vertical format and the other in horizontal
format, but both sheets are in A4 size.
Pinoy Stamps, Inc. was the proponent / sponsor of these 2005 SelyoKos.
Phlpost sold to them 3,000 sets of the two sheets with blank labels at
P90 + 10% value-added tax (VAT), or P99 per sheet. Pinoy Stamps
personalized the stamps by printing photos taken on site during the
duration of the games, or from submitted photos. The printed
sheets were then placed inside a plastic-covered board with clear sleeve
and sold for P350 each.

Since Pinoy Stamps was not supposed to sell sheets with blank labels,
3,500 sets Generic SelyKos were printed by Phlpost with the labels
showing the flags of the eleven participating countries to the SEAGames.
This is to allow collectors who do not want personalized sheets but who
want to add these two sheets that contain so many new stamps to their
collection. The two sheets were also sold at P99 each.
